Retired 25-year FBI veteran who led the Bureau’s Operational Technology Division joins Denver nonprofit serving survivors of sexual exploitation and human trafficking
DENVER, Colo. — September 22, 2026 — Re-fined, a Denver nonprofit that supports individuals impacted by commercial sexual exploitation and human trafficking, today announced the appointment of Marcus Thomas, retired Assistant Director of the FBI’s Operational Technology Division, to its Board of Directors.
Thomas brings more than 35 years of experience in federal law enforcement and lawful-surveillance technology to the board. During a 25-year FBI career, he rose to lead the division responsible for the technical tools behind the Bureau’s investigative and intelligence work, including digital forensics, electronic surveillance and the technical support used to locate kidnap victims and dismantle child exploitation networks.
Re-Fined works with survivors as they move from crisis to independence through prevention, stabilization and continuing care. Its programs include the Trusted Friend mentorship program, court support for survivors navigating the legal system, Life Skills Nights, and a Continuing Care Community.
“It is an honor to add Marcus to our Board. His vast Law Enforcement experience will be a tremendous help as we seek to expand our organization to other markets that lack the services that Re-fined provides,” said Steve Bock, Chairman of the Board of Re-Fined.
Marcus added, “I was impressed with the mission and vision of Re-fined, so when I was asked to join the Board, it was an easy decision. Re-fined is a shining light in the darkness of human trafficking so I look forward to helping in the fight to change the trajectory of the lives of the human trafficking survivors we support.”
Thomas joined the FBI as a Special Agent in 1986 and served until his retirement in 2011. He was Section Chief of the Cyber Technology Section from 2000 to 2002, Deputy Assistant Director for Investigative Technologies from 2002 to 2006, and Assistant Director of the Operational Technology Division from 2006 to 2011. In that role, he was the lead executive responsible for policy, direction and operations across the FBI’s operational technology programs, supporting the Bureau and its federal, state and local law enforcement partners.
After leaving the FBI, Thomas spent a decade with Subsentio LLC, a Centennial, Colo., provider of lawful-intercept and legal-demand compliance services for communications carriers, serving as Chief Technology Officer from 2014 to 2021 and Chief Strategy Officer from 2021 to 2023. He also operated Marcus Thomas Consulting from 2011 to 2023. He holds a Bachelor of Science in Engineering from the University of Tennessee at Chattanooga and lives in Ooltewah, Tenn.
